新农村治安与警务制度的变革

新农村治安的提出符合科学发展观的要求。公安机关应积极投身于新农村建设中，努力构建一种全新的、符合社会发展的新农村治安防控体系。这就必须解决三个问题：警力下沉；由传统治安理念向现代治安理念的过渡；新农村治安模式。

Social Order of New Rural Areas and Reform of Policing System

The advancement of social order of new rural areas accords with the demands of the idea of scientific development. Public security organs should take part in the construction of new rural areas and work hard to establish a new prevention system of county social order, which is in keeping with the social development. Three problems should be solved： disposing police force at the basic level; transforming from the traditional social order idea to the modern one; the pattern of social order of new rural areas.
