城镇化进程中的农村土地使用制度改革——以成都市和河南省为例

The Rural Land-use System Reform in the Process of Urbanization

In the process of industrialization and urbanization, the city Chengdu has successfully reformed the rural land-use system . The successful experience has triggered cities across the country to learn and emulate. Based on the successful experience of land reform in Chengdu, Henan Province combined the new rural community building with the new urbanization in order to lead the ＂three hua＂ development. Land reform in Henan Province has drawn national attention and been highly controversial. After a comprehensive analysis of Chengdu land reform and the problems associated with it, as well as a comparison of the rural land reform between Henan Province and Chengdu , the article discusses the land reform and the referring problem and puts forward relevant suggestions to improve the farmers＂ proportion of the land value-added income, establish the same urban and rural social security system, get rid of the monopoly in land market, increase investment in agricultural science and technology and take full advantage of the international market to ensure national food security.
