多层面推进广东省残疾人服务体系建设问题初探

该文从公共经济学的视角出发,运用公共品的相关理论,将残疾人服务分为残疾人基本公共服务、残疾人准基本公共服务和残疾人私人服务,并根据三种服务的特点提出残疾人服务体系建设的基本思路,即“政府力量主导、社会力量充实、市场力量提升”.同时针对广东省残疾人服务体系的现状和问题进行了分析,并用以上思路提出政策建议.

The Discussion on Promoting the Service System for the Disabled People in Guangdong Province in Multiple Levels

From the perspective of public economics, we hold the opinion that the service for the disabled peo-ple can be divided into three categories： basic public service, quasi basic public service and private service. Ac-cording to the characteristics of the three categories, we put forward the idea of the service system construction for the disabled, which is ＂ led by the government, enriched by the society and promoted by the market. Meanwhile, we analyze the current situation and the problems of the service system for the disabled in Guangdong province and raise the relevant proposals.
