| 摘 要： | 从党的八大到十七大,中国共产党对党章供进行过10次修订,产生了10部党章。这些在不同历史时期修订的党章,廓清了党内民主的发展轨迹,反映了党内民主在不同历史时期的发展成就。党内民主发展的基本经验是:以制度创新来推进党内民主,坚持有序的、可控的、增量的党内民主发展策略,充分尊重党员主体地位,积极推进指导理论创新,大力培育党内民主文化,把党内民主提高到党的生命的战略高度加以建设。建设党内民主的科学发展,需要继续发展党内实体民主的同时,更加注重发展党内程序民主;构建基层民主和高层民主有机衔接的良性互动机制;发展党内民主,不仅是党的建设的重要内容,更是实现人民民主的路径选择。
