东盟在亚太多边安全合作进程中的角色分析

由于亚太地区的政治多样性和差异性,导致地区合作进程出现结构性领导权的缺位,使得中小国家集团——东盟充当了倡导型的领导者角色。冷战后亚太地区多边安全合作是以东盟为主轴而展开的。东盟组织发起成立的东盟地区论坛是目前亚太地区唯一涉及整个地区的多边安全对话机制;"东盟方式"凝聚了东南亚一体化的宝贵经验并贯穿了合作安全的思想,扩展成为亚太地区的主要行为规范和原则。在较长时期内,亚太地区这种小国领导大国的安全合作模式仍然具有存在价值和不可替代性。

The Role of ASEAN in the Process of Asia Pacific Multilateral Security Cooperation

ASEAN as a small and middle power organization has acted as an entrepreneurial leadership in the process of regional multilateral security cooperation in the Asia Pacific, owing to the absence of political structural leadership. The ASEAN Regional Forum founded by ASEAN is the only official regional multilateral security cooperation framework in the Asia Pacific, and "ASEAN Ways " has become the major guidelines in its cooperation process. Since there is serious mistrust among the major powers, ASEAN's leadership is necessary and can not be replaced by others in the near future.
