试论妨害出入边境管理犯罪及其防治

妨害出入边境管理犯罪 ,危害国家正常的出入边境管理秩序 ,属于跨境犯罪。它不但对我国内地造成危害 ,而且也祸及港、澳、台地区 ,甚至给国际社会带来一定后果。此类犯罪产生的原因具有多样性和复杂性 ,应从宣传教育、严厉打击、海防控制、严格出入边境检查、加强队伍建设、规范出入边境中介活动、加强内地与港澳台的区际合作等方面着手 ,有效地加以防范和治理

Crime of obstructing entry and exit administration jeopardizes the normal administrative order of entry and exit. It causes disturbance to Hong Kong, Macao and Taiwan as well as mainland, even brings ill effect to international society. Causes of this crime are various and complex. We must attack it severely, strengthen coastal defense, strictly check people entering and exiting, stress team construction, improve cooperation with Hong Kong, Macao and Taiwan, effectively prevent and deal with the crime.
