"母亲水窖"工程与妇联的组织能力建设

本文的研究表明,"母亲水窖"工程的实施对于妇联的能力建设有明显的作用.但是,比较而言,其对县级妇联的能力提升更大,而对乡、村级妇联的作用较小;对妇联管理能力的提升更大,而对妇联建立学习型组织的能力、基本资源的能力提升较少.因此,在未来的水窖工程实施中,应当进一步调动基层妇联的积极性.另外,全国妇联应充分利用这一机会,有意识通过培训、交流提升妇联建设学习型组织的能力,促进妇联在水窖项目结束后的持续发展.

The "Mother Reservoir" Project and the Improvement of the Organizational Capability of Women' s Federations

This research shows that the implementation of the "Mother Reservoir" project has gone a long way toward improving the capability of Women' s Federations. However, it has worked better at raising the capability of Women' s Federations at the county level but not as good in the case of Women's Federations at the township and village levels; and it has contributed more to improving the administrative capability of Women's Federations but less to transforming the Federations into learning organizations and helping them enrich their basic resources. Therefore, the project should take a step further in arousing the enthusiasm of Women's Federations at the grassroots level in the future. On the other hand, the All-China Women's Federation should make full use of this opportunity to conscientiously enhance the capability of Women' s Federations to become learning organizations through training and exchange of ideas, and to promote the sustainable development of Women's Federations after the conclusion of the "Mother Reservoir" project.
