劳动生存利益是人类社会共生共存的基础,劳动关系是一切社会关系的基础,劳动关系的和谐是社会和谐的前提.严重不均衡的劳动关系状况会影响一个国家的经济发展和国际竞争力,影响一个国家的政治稳定和社会发展.由于制度缺失,我国劳动关系已出现严重的不均衡,必须用科学发展观重新审视我国的劳动政策,着力加强和谐劳动关系的制度建设,培养适应市场经济要求,能真正承担责任、履行义务的劳动关系主体.

To Build up Cooperative and Harmonic Industrial Relations and Construct Socialist Harmonious Society

The interests of labor existence are the basis for the whole human society to coexist. And all the social relations are based on industrial relations. Therefore, society harmony presupposes the harmony of industrial relations. The state of seriously unbalanced industrial relations may influence a country's economic development, its international competitiveness, and also its political stabilization and social development. Industrial relations in China have appeared to be seriously unbalanced because of the lack of institutions. Thus, scientific development view must be used to closely reexamine Chinese labor policies, to put forth efforts to strengthen the institutional construction of harmonic industrial relations, and also to foster the main bodies of industrial relations that can meet the needs of market economy and can shoulder the responsibilities and carry out duties.
