| Abstract: | The existence of the staff and workers with difficulties is one very heavy problem laying before the face of the Party, Governmental and Trade Union organization at all different levels. It is undoubtedly highly significant for us to realize its present situation, analyze its cause of formation, and make the counter-measure thinking calmly and objectively for solving the problem progressively. |
