从产业化的角度来看,高等教育为社会发展提供高素质的人力资本,投资高等教育,应该具有微观效益。从微观效益角度看待高等教育投资,则可使人们克服高等教育投资长期依赖国家拨款的局面,解决国家财政性教育经费供给不足和高等教育需求扩张之间的矛盾,解决传统高等教育运行机制与现行的社会主义市场经济体制不相吻合的矛盾。本文旨在探讨信托和基金如何在高等教育特别是在民办(私立)高等教育发展中发挥作用的问题。

Discussions About Higher Vocational Education Funding Policies

From perspective of industrialization, higher education provides high-quality human capital for social development, and so higher education investment will bring about micro efficiency. When we know that, we will no longer depend on financial allocation of the state as always. higher education investment will help solve the contradiction between the relative lack of financial fund for education of the State and the increasing demand for higher education of the people, and the contradiction of the unmatchability of operat-ional mechanism of traditional higher education to the socialist system of market economy. This article aims to discuss what role trust and fund should play in the development of higher education, especially in private higher education.
