| 摘 要： | 从世界范围看,伴随着信息技术的快速发展,电子政府应运而生。顺应此潮流,我国亦把政府上网作为一项系统工程并取得了一定的成效,但也存在一些问题。只有通过制度创新的途径才能解决实际存在的问题,建设更为合乎理性的电子政府。
