| 摘 要： | 我国实行积极财政政策4年以来,效果并不理想,主要原因是投资主体仅仅依靠国有投资,民间资本实力已成为不可忽视的力量,只有充分重视民间投资,完善投资体系,才能使积极财政政策达到拉动经济增长的目的。

| Abstract: | Our government has been carrying on active financial policy for 4 years, while the result is not desirable, the problem is the main power of investment is still our government. Today the power of private capital has been very strong, we ought to pay attention to the private investment and develop investment system, the active financial policy would reach the aim to push ahead our economy. |
