| Abstract: | There exists a systematic theory on the leadership function of administration.It is the responsibility as well as an important strategy and art of a leader,the practitioner of the theory,to grasp dynamically the leadership function of administration by simplifying the numerous and complicated leading process.Therefore a dynamic grasp of the leadership function also becomes one of the important criteria of measuring and judging whether a leader is competent or not. |
