| 摘 要： | 地方政府在社会经济发展中应具备准入性服务、体制性服务、基础性服务、规范性服务、引导性服务、公平性服务等公共服务职能,以适应我国加入WTO的新环境要求。重新界定地方政府的十项职能与六大类服务,这就从理论上提出了强化地方政府服务竞争力的标准,可大大提高西部地方政府服务水平。

| Abstract: | In socioeconomy development local government should have permitting service, system service, basic service and standard service definitely , guiding service, fair service and other public service function to meet the new environmental requirement that our country joins WTO. Limit 6 big kinds of services and the 10 functions of local government again, this theoretically strengthen the standard of local government service competition ability, can raise west local government service level greatly. |
