论公共精神的培育与和谐社会的构建

构建社会主义和谐社会，除了物质基础和制度基础之外，还需要有一定的思想道德基础。公民的公共精神正是其最为重要的思想道德基础。当前我国构建和谐社会的一个重大障碍就是公民精神的乏弱，具体表现为公民主体意识缺乏、公共意识淡薄、公共责任缺失等，这就要求发展公共领域、提高公民素质，鼓励和推动公民积极参与公共生活实践，以此来培植和促进公民的参与、合作、团结、责任等公共精神。
