论民国时期的娼妓管理

民国期间,中央政府没有制定统一的专门禁娼法规,基本沿袭了清末抽取“妓捐”的娼妓管理制度。依管理对象的不同,民国时期的娼妓管理可分为对乐户(妓院)的管理,对乐女(公娼)的管理及对私娼的查禁三项内容。无论是北洋政府时期,还是南京国民政府时期,各省、市警察机关的禁娼工作均未见实效。但其实施的一些制度极具研究价值,对于今日的禁娼工作亦有一定的借鉴意义。

Discussion on the Management to the Prostitute of Republic of China Period

In the period of Republic of China, the central authorities didn't formulate unified special prostitute laws and regulations, basically followed the management system of extracting " the prostitute contributes " of the end of Qing Dynasty. According to the difference of management object, the Republic of China time prostitute management may divide into to three contents: the Lehu (brothel) management, the Lenv (male prostitute) management and the private prostitute forbidden. Neither the Beiyang government time, nor the Nanjing national government time, each province, city's police institution forbid prostitute work has actual effect. But its systems had been implemented have some extreme research value, also have certain model significance to today's prostitute works.
