关于取消公安机关对娱乐场所审批制后的几点思考

2002年11月1日,国务院《关于取消第一批行政审批项目的决定》,即:取消了公安机关对娱乐服务场所的审核、审批,但一些基层公安机关对娱乐场所的管理观念、管理措施和管理方式仍置后。为进一步贯彻落实国务院的《决定》和《娱乐场所管理条例》,适应新时期社会经济发展和治安管理工作的需要,公安机关要切实加强娱乐场所的治安监督管理,维护社会治安稳定,促进社会经济发展。

Considerations on Doing Away With the Public Security's Approval System to Entertainment Services

"Decision on Doing Away With the First Group Administrative Approval Project" issued by the State Council was put into force on November 1st,2002.The decision stopped the approval right executed by public security agencies to entertainment services.But up to now,some grass-roots public security agencies are holding the conventional ideology,measures and ways of administration.To implement the Decision and Administrative Regulations on Entertainment Services,and fit into the requirement of social development and security,security supervision of public security agencies to the services has to be reinforced to maintain the stability of society and promote the economic development.
