循环经济是一种建立在物质和能量不断循环利用基础上的经济模式,发展循环经济与构建民主法治、公平正义、诚信友爱、充满活力、安定有序和人与自然和谐相处的和谐社会是高度一致的。当前,我国的循环经济发展在理念意识、系统规划、政策法规、技术支撑和监督管理等方面存在诸多问题,迫切需要坚持以科学发展观为指导,采取切实有效的措施,加以改进和完善。

Circulative economy is a kind of economic mode based on the continuous and circular using of the material and energy.The development of Circulative Economy is highly consistent with the setting up of Harmonious Society which is democratic and lawful,fair and just,trustworthy and friendly,full of energy,stable and orderly and a kind balance between human being and the nature.At present,the development of Circulative Economy in our country has many problems in the aspects of ideal and consciousness,system scheme,policies and laws,technical support,supervision and management.Under the direction of Scientific Developmental Viewpoint,we are in urgent need to carry out practical and efficient measures to improve and consummate it.
