| 摘 要： | "纵向协调型"与"集中管理型"管理模式在开发区的管理创新以及我国社会经济的发展中发挥了重要作用.随着后开发区时代的来临,这两种管理体制凸显了主体地位不明确、条块管理效率低下、政府"控制失灵"等问题.应从管委会职能定位、组织管理以及监督控制方面来完善对开发区的政府治理,实现开发区管委会治理模式的再造.
