两岸社会整合理论:内涵、机制与实现路径

融合发展是新时代两岸关系发展的关键主题之一,两岸社会整合则是融合发展的重要内容。基于对社会整合理论脉络的梳理,探究两岸社会融合发展的学理基础具有重要理论和实践意义。笔者认为,维持和再造共同体,追求更加美好的社会是社会整合理论的核心内涵;价值共同体和实体共同体是两岸社会整合内在的要求。互鉴互赏的交流整合机制,发展共享的利益整合机制,包容式参与整合机制,增加“共同性、同一性”的沟通交往整合机制,法律、法规、政策等制度整合机制,以及规避“台独”风险的控制机制是两岸社会整合六大重要机制。与此相对应,利益整合路径、文化整合路径、制度整合路径、民间社会整合路径是两岸社会整合四大基础路径。两岸社会整合机制和路径的探究为更加全面、系统推进两岸社会融合发展实践提供了理论指引。

The Cross-Strait Social Integration Theory:Connotation,Mechanism and Implementation Path

Integration development is one of the key themes of the development of the cross-Strait relations in the new era while the cross-Strait social integration is an important part of integrated development.However,it is of great theoretical and practical significance to explore the theoretical basis of the cross-Strait social integration development based on the combing of the theoretical context of social integration.Therefore,the writer believes that maintaining and rebuilding the community and pursuing a better society are the core connotation of the theory of social integration,while the value community and entity community are the internal requirements of the cross-Strait social integration.In fact,there are altogether six major mechanisms that can help achieve the cross-Strait social integration:the exchange integration mechanism of mutual learning and appreciation,the interest integration mechanism of development and sharing,the inclusive participation integration mechanism,the communication integration mechanism of increasing“commonality and identity”,the system integration mechanism of laws,regulations and policies,and the control mechanism of avoiding the risk of“Taiwan independence”.Correspondingly,interest integration path,cultural integration path,system integration path and civil society integration path are the four basic paths to realize the cross-Strait social integration.The research on the mechanism and path of the cross-Strait social integration will provide theoretical guidance for promoting the practice of the cross-Strait social integration more comprehensively and systematically.
