国际公共安全评价体系：理论与应用前景

在典型的国际公共安全评估框架中,存在能力和脆弱性评价2个构面。2者的评价指标关系互相补充,分别承担识别易致风险因素和衡量对抗危机弹力的评价任务。基于能力与脆弱性评价取向的国际公共安全评价模式,在评价目标、评估水平、评价指标与模型、统计数据源的设计上,同一般模式有所区别。根据能力与脆弱性评价理论模式,建立中国区域安全评价模型,显示了该理论的应用技术价值。

International Public Security Evaluation System: Theory and Application Foreground

There are two structural elements of capacity assessment and vulnerability assessment (CA&VA) in the classical frameworks of international public security evaluation. These two indicator groups can supplement each other. One takes the charge of identifying factors that tend to induce risks; the other plays a role in evaluating flexibility of fighting against crisis. The international public security evaluation mode based on CA&VA is different from ordinary modes in designs of evaluating objective, evaluating level, evaluating indicator and model, and statistical data resource. According to the theory mode of CA&VA, it is easy to build up China Regional Security Evaluation Model, which reveals the technical significance of its theory's application.
