| 摘 要： | 搞好公共服务已成为乡镇政府最主要的任务。但欠发达地区乡镇政府的公共服务能力与农民需求还存在较大差距。提高乡镇政府公共服务能力既有待于现在宏观公共财政体制的改革,也有待于现行农村管理体制改革的不断深化。
