| 摘 要： | 现代行政公正理念内蕴各方利益的均衡,而权力的无限扩张本性使之极易异化。为将行政权力异化的风险减至最低,需要重构政府行政伦理理念,树立行政公正信用,防止自由裁量权的滥用,尽量做好行政形式公正与实质公正以及效率与公平之间的统一。

| Abstract: | The idea of modern administrative justice holds the balance between all interests,but the unlimited extension of power makes it extremely easy to dissimilate the idea.In order to reduce the risk of the dissimilation of administrative power to a mimimum,we should rebuild the ethical idea of governance,acquire governance justice credit,prevent free jurisdiction from being abused and do our best to promote the unity of administrative justice in both form and essence and the unity of efficiency and equity. |
