对当前我省打击涉众型经济犯罪工作情况的调查与思考

当前我省涉众型经济犯罪主要表现形式有:合同诈骗涉及面广、金额巨大,集资诈骗犯罪和非法吸收公众存款案件突出,传销犯罪屡打不绝,非法经营证券、期货犯罪涉案金额大。打击防范涉众型经济犯罪必须紧紧依靠党委、政府,建立重点企业联系制度;践行情报信息主导经侦工作观念。基本对策:一要增强经侦工作的责任感和使命感;二要构建维护经济安全的工作体系;三要夯实经侦工作基础;四要坚持政策性与灵活性相结合的原则;五要加强对金融机构的监管力度。

Investigation and Thoughts of the Present Work of Cracking down Mass-related Economic Crimes in Hunan Province

At present,the mass-related economic crimes in our province are mainly embodied as:contract fraud concerns widely,the money amount is extremely large,crimes of fraud by raising funds and cases of illegally absorbing the public's deposit are serious,crimes of illegal retailing cannot be eliminated by striking,and money involved in illegal running securities and futures is rather great.Cracking down mass-related economic crimes must rely on the Party and government.Set up contacting system with key enterprises,and carry out the concept of intelligence information leading economic investigation work.The basic countermeasures are:firstly,enhance the responsibility and mission sense of better economic investigation work;secondly,construct working system of maintaining economic security;thirdly,consolidate the foundation of economic investigation work;fourthly,insist on the principle of combining policy with flexibility;fifthly,strengthen the supervision on financial organizations.
