| 摘 要： | 改革中的弱势群体是新旧体制转换过程中的必然产物。政府要积极制定各种支持援助弱势群体的政策,帮助他们从困境中走出。今后应从以下方面继续努力:大力发展经济.增加就业岗位;健全组织机构,加大对再就业工作的领导力度;努力做好职业培训工作;尽快出台青年就业保障条例:实行灵活多样的就业方式等。

| Abstract: | The disadvantaged group is an inevitable product during the transformation of the old system into the new one in the reform drive. The government must formulate various effective policies to support and assist them in extricating themselves from predicament. The following measures will be taken:including further development of economy to increase employment opportunities;perfect organizational structure to strengthen leadership of reemployment :do a good job in vocational training;formulate the decrees to ensure employment of the young people at an early date,and adopt various flexible ways for employment etc. |
