| 摘 要： | 为了推进农村经济的发展、促进城乡和谐,中央提出了社会主义新农村建设的目标。新农村的建设需要调动起政府与农民两方面的积极性,尤其是作为农村基层政权的乡镇政府,对新农村建设有着重要作用。

| Abstract: | In order to boost te rural economy and promote the city and the country harmoniously,the centre of the Party brings forward the aim which is to build a new country.It needs enthusiasm of both the government and the farmers.The local government as the grass roots regime plays a more important role in building the new country.The local governments must change their role,go to their right place scientificly,thus enhance their public service ability. |
