党的执政方略是党的执政理论的重要内容,层次性是其重要特征。新时期以来党的执政方略不断成熟、日趋完善,形成了党的最高执政方略、根本执政方略、具体执政方略、地方党委的执政方略四个层面的内容,在党的执政实践中发挥了重大的战略指导作用,推动党的事业不断发展。

Analysis on General Governance Plan of the Communist Party of China in the New Period

The general plan of being in power of the Party is an important content of the governance theory of the Party with the level of management as its important characteristic. Since the new period, the general governance plan of the Party has become to mature continuously and has improved increasingly, thereby is getting the four levels of Party's governance contents into shape, namely, the tiptop governance plan, the fundamental governance plan, the specific governance plan, and the governance plan of local Party Committee. Such governance plan has brought into play the great strategic function to guide the practice of the Party's governance, and promoted the Party's project to develop continuously.
