| 摘 要： | 集体林权制度改革是进一步深化我国林业改革、促进林业发展的重大举措。集体林权制度改革后林区治安发生了重大变化，如：破坏森林资源的重点转移到国有林区和生态公益林；一些林木生长“越界”的现象；过去不起眼、价值不高的林木现在成了盗伐者的重要盗伐的目标等等。这些变化直接影响着林区安全和林业建设与发展。为此，要针对集体林权制度改革后林区治安的变化特点，采取有效措施加以解决。
