确立政府与市场关系无疑是重要的。但是,政府与市场到底是什么样的关系却不能一概而论,他至少经历了三个历史发展阶段:第一阶段,政府从市场外部进入到市场内部。第二阶段,政府从辅助功能转变为主导功能,用以弥补市场功能的不足。第三阶段,政府的职能从微观层次上升到宏观层次。不同国家的市场发育程度不同,政府在不同发展阶段进入市场,到底是采取以市场为主导,先建市场,而后政府循序渐进的介入方式,还是采取政府主导方式引入市场?由此会产生不同的发展路径,形成不同的经济结果。

How to Define the Relation between the Government and the Market

Defining the relation between government and market is undoubtedly important. However, what kind of relation on earth between government and market can't be treated as the same. This relation has at least gone through three development stages in history: The first stage, government enters the market from the outside into the inside. The second stage,government changes from the assisting role to the leading role in order to remedy the functional deficiency of the market. The third stage,the government function moves from the micro level up to the macro level. Due to the dissimilarity of degrees of market development in different countries,government enters the market at different development stages. Depending on what on earth the way of market-dominant is adopted in the first place,and then the government involvement in a proper sequence,or the way of introducing government as the leading role into the market, therefore it will produce different development paths and form different economic outcomes.
