关于社区警务运行机制的探索

社区警务运行机制应包括保障机制、权力分配与职责定位机制、实施机制、考核机制。其中,保障机制分有形保障与无形保障两个方面;在警务权力分配中,派出所应使用弹性授权,给社区民警以自主发挥的余地,并明确其职责;在实施机制问题上,应无固定的程式,而由社区实际情况来确定;在考核机制方面,要科学合理地确定量化指标,考核应由派出所为主体,并同时采取分开考和结合考,在具体方法上,使用减分考、过程考和以激励为主更具有合理性。

Probe into Community Policing Operation System

Community policing should include s ecurity system which can be divided i nto tangible security and intangible security,a uthority distribution,responsibi lity location system,implementati on system and checking system.In polic ing authority distribution,police station should use flexible author-ity,which permits room for independ ently development of community policemen.Implementation system should be determined by reality instead of a fixed pattern.In checking sy stem,a quantification index should be fixed and police station sh ould be taken as the main part.Sepera ted checking and combined checking should be adopted.
