| 摘 要： | 我国现行的“统一领导,分级负责;条块结合,以块为主”的公安管理体制随着社会主义市场经济体制的建立和完善,其弊端也越来越凸显出来。为此,建议在省级以下公安机关实行“统一领导,系统管理;条块结合,以条为主”的管理体制,省(直辖市、自治区)公安厅(局)仍沿用现行管理体制。

| Abstract: | With the establishment and improvement of socialist market economy, the defect of the current public security administrative system of "uniform leadership, taking charge by level, combination of strip and patch stressing on the patch" is becoming increasingly protruding. So we suggest that the public security organs below province carry out the administrative system of "uniform leadership, systematic administration, combinalion of strip and patch stressing on strip", while provinces (cities under the direct jurisdiction of the central government and the autonomous regions) will still keep the current administrative system. |
