当前我国补充性社会救助制度的初步评估

我国补充性社会救助制度尚处于初步建立阶段,各地区之间差别很大,但与以往相比有了很大进步。虽然各专项救助制度都取得了一定的成效,但仍面临着救助资金投入不足和覆盖范围有限的问题。特别是单纯依靠收入标准来确定专项救助的对象方法无法做到“应助则助”,使很多需要特殊救助的对象排除在外。另外,各专项救助制度还存在着一些具体问题。在这种情况下,需要完善补充性社会救助制度。

An Evaluation about the Subsidiary Social Assistance System in Current China

Although Chinese subsidiary social assistance system has just come into being,and many differences exist regionally,a large improvement has been made.However,there still exists the lack of assistance fund and limited coverage.Especially,the practice of providing relief only according to the family income fails to carry out the principle of assisting those in need and excludes many people in need.In addition,every special assistance system still has its own problem so the subsidiary social assistance system needs to be improved.
