| 摘 要： | 交通安全管理是一项社会系统工程，应在全社会范围内形成一个良好自觉遵守交通安全的社会氛围，加强交通安全文化建设。交通安全文化建设应坚持以人为本的思路，充分整合政府、社会、家庭、个人多方面的力量，遵循交通文化建设的内在规律和要求，以期达到事半功倍的效果。
