| 摘 要： | 公务员行政行为是一个包含多重因素、涉及诸多环节的复杂过程。各级公务员在履行职务的过程中,既要以合法性为基础,又要以合理性为依托;既要充分关注公共利益和主流价值取向,又要兼顾个人利益和自我取向;既要突出行政目的的导向性,又要侧重行政手段的有效性。

| Abstract: | The administrative conduct is a complicated course which consists of many elements and links.During public servants do their duties,the legality and ration are both regarded as administrative base and support,public interests and key orientation of values as well as personal interests and tendency are also emphasized while the directivity of administrative aim and the effect of administrative ways are correspondingly worth much attention. |
