Allow Flexibility to Private Owners Joming the Party

The Central Government had a special instruction that private owners could not join the Party. But with the reform and opening-up policy and the establishment of socialist market economy system, both the economic and social structures in China have changed a lot. Private economy has been growing up and its status and effect attracts more and more attention. The structure of private owners group gradually becomes complicated and "exploitation" cannot outline the relations of production inside such private businesses. How to deal with this special group? This issue has drawn much attention. The writer thinks it is necessary to consider the current situation and the Party's construction and integrate theory with practice.
