| 摘 要： | 议程设置是一个议题过滤和筛选的过程.议程设置动力学探讨当社会问题具备哪些条件后可以通过过滤和筛选而进入决策议程.而议程设置阻力学则探究社会问题难以进入决策议程的根源.本文通过比较分析和理论提炼,建构"隐蔽议程"现象的分析框架和议程设置阻力学.
