论侦查能力与现代科技的辨证关系

对“侦查能力”这一概念作出界定是必要的，“侦查能力”的涵义应从两个层面进行界定：宏观层面上的整体侦查能力，微观层面上的个体侦查能力，现代科技与侦查能力是一种相互影响、相互促进的辨证关系：现代科技对侦查能力的提高具有促进作用，包括直接促进和间接促进．人们往往忽视其间接促进作用；侦查能力提高对现代科技具有反作用．即提高侦查能力的需求是现代科技发展的一个动力，侦查能力的提高是现代科技实现其价值的一种能动反映。
