| 摘 要： | 在资源节约型和环境友好型社会建设中必须坚持科学发展观的本质要求。应正确认识经济增长与人的全面发展的关系，正确认识人与自然的关系，不断完善统筹协调机制。必须明确，发展循环经济是落实科学发展观的重要途径，它有利于实现资源、环境、经济、社会的共赢。
