北平解放初期对乞丐的收容和改造

北平解放初期,大量乞丐游走在大街小巷,他们衣衫褴褛,时有强乞恶讨,既影响新政府治理下的城市形象,又危及到正常的社会秩序乃至社会的安定团结。为维护社会稳定,保障正常的工商业秩序,树立北平新形象,北平市委、市政府和市军管会以及相关职能部门采取了一系列有效措施对乞丐进行了收容、改造和安置,经过紧张而有序的工作,初步解决了这一社会难题。在处理乞丐问题的过程中探索和积累了一些有益的经验,可以作为新时期处理同样社会问题的借鉴。
