广西前两次大开放浪潮经验启示及对掀起第三次大开放浪潮的对策建议

Experience and Inspiration of Guangxi's Former Two Developing Waves and suggestions to the Third Developing Wave

Guangxi＇s biggest advantage is its location, the most fundamental way-out is its opening. Since the reform and opening-up, Guangxi has experienced two major opening waves, especially the second developing wave to host the China-ASEAN Expo as an opportunity in the past ten years created three miracles： the first is turning the central strategy into localization, the second is turning the local strategy into center, the third is turning the interregional opening into internationalization, promoting the development with opening and cooperation, and hence the situation has undergone major changes. At present, the opening-up of Guangxi is standing at a new historical starting point, and the third great opening wave is coming. The paper has a review of Guangxi＇s former two opening waves, recording the historic evolution and concentrating the essence of experience ,putting forward that Guangxi should seize the opportunity to implement the leap-type development strategy to make a decision-making referencele for the third opening wave.
