论规避行政道德失范的路径依赖

规避行政道德失范既是构建社会主义现代行政道德体系的需要,更是实现依法行政和抵制行政腐败的需要。目前,规避行政道德失范的路径依赖主要是机制构建,即高扬以全心全意为人民服务为核心价值观的行政道德指引机制,切实加强行政道德素质不断提高的教育濡化机制,稳步推进行政道德规范向行政法规的转化机制,建立和完善公开、公平和公正的行政道德评价考核机制,建立对行政道德失范的全方位监督制约机制,成立富有实效的行政道德失范惩戒机制。

On Effcient way to prevent Administrative Immorality

To prevent the administrative immorality is not only of great necessity to the setting of modern socialist administrative moral system,but also of great necessity to the accomplishment of law-guided administration and corruption elimination.Now,the way to prevent administrative immorality should mainly rely on setting up relevant mechanisms including core value-guiding mechanism,educating and cultivating mechanism,legalizing and conversing mechanism,evaluating and investigating mechanism,all-directioned checking and supervising mechanism,punishing and guarding mechanism.Only when these six mechanisms co-work and complement with each other,can satisfactory results be achieved.
