近年来，生态安全作为一种全新的国家安全观日益受到国际社会的广泛关注。俄罗斯是较早进行生态安全立法实践的国家，在生态安全理论研究、生态安全立法体系化以及生态安全保障制度构建等方面都有可圈可点之处。俄罗斯生态安全立法理论及实践的经验可以为我国立法发展及应对生态安全问题提供学理上的参考和可借鉴的实证路径和范式。
