试论群体性事件特点与警察危机公关处置原则

群体性事件是指由各种社会矛盾引发、群众认为自身利益受到损害,通过非法聚集、围堵等方式,向有关机关或单位表达意愿、提出要求等事件及其酝酿、形成过程中的串联、聚集等活动。群体性事件的主体、形式结构等表现形式多种多样。群体性事件对社会稳定造成一定负面影响,同时与警察形象的维护也存在密切的联系。当发生警察形象危机时,公安机关通过与大众媒体的合作,最大限度地控制危机信息传播,化解或减少危机造成的损害,采取维护警察组织形象的公关方法和策略,建立处置群体性事件危机公关的有效机制,是有效处置群体性事件危机公关的现实要求。
