改革开放以来中共处置城市群体性突发事件的经验

中共在改革开放以来城市群体性突发事件的处理中积累的经验主要有:在事件预防中,不断完善相关法律法规,重视提高领导干部处理能力的专业性培训,以"政研合一"为基础促进社会预警系统的构建;在事件现场应对中,要合理定性,主要领导及时出场和积极主动协商沟通,坚持信息透明和正确引导大众传媒,慎用警力;在事件善后处置中,要找出根源努力化解矛盾,科学有效问责干部,将相关经验教训系统化、公开化、普及化。

Experiences of the Communist Party of China in Handling the Unexpected Mass Disturbances in Urban Areas since the Reform and Opening Up

The experiences gained by the Communist Party of China(CPC) in handling the unexpected mass disturbances in urban areas since the reform and opening up may be summarized as follows:Before the occurrence of the disturbance efforts should be exerted for the prevention,including the improvement of relevant laws and regulations,attaching importance to the professional training of leading cadres for strengthening their handling capabilities and developing a social early warning system based on the integration of the government and research institutions.During the on-the-spot response to the disturbance,there must be an accurate determination of the nature of the event,the principal leaders should appear at the scene promptly and actively promote communication among the parties concerned,the principle of information transparency should be adhered to,the mass media correctly guided,and the use of police force must be cautious.In the aftermath of the disturbance,efforts should be made to analyze the root causes of the disturbance and resolve the contradictions,the cadres concerned are held accountable in a scientific and effective manner and the experiences and lessons are made systemic,open and useful to the public.
