There are two steps of implemen- ting, that is ＂preparation and implementation＂. The request of the evaluation is ＂objectivism, comprehen- siveness and feasibility＂. Grasping scientific evaluation method and evaluating the effectiveness of law en- forcement operation command of police according to the requirement are of great importance to test and e- valuate the operation command activity, organize reasonably command institution and automatic command system, apply properly command methods and ways, sum up experiences, and regulate scientifically the commanding activity.
