对我国加入WTO《政府采购协议》的几点思考

目前国际上许多市场经济国家的政府采购已经由单一的财政支出管理，演变成兼有财政支出管理和国家宏观调控双重功能的重要工具，其是政府介入经济运行的最直接方式之一。我国作为WTO的成员，加入《政府采购协议》、开放政府采购市场只是时间问题，因此，对我国加入《政府采购协议》问题的研究应成为我们当前的主要任务之一。

On Government Procurement Agreement of Our Entering into WTO

Government procurement system is not only an important component of the public finance, but also an effective action to strengthen the expenditure management. Through establishing a disbursement regulation and restraining government department＇s purchase behavior,this system could realize the standards and the validity of the financial fund＇s use. Currently government procurement system with more than 200-year history has changed from single finance expenditure management method to the important means with dual functions of finance expenditure management and national macro-control in many market economy countries, which is one of the most direct methods for the government to intervene the economy movement. In view of the fact that our country is a member of WTO, sooner or later , we will join Agreement on Government Procurement. So this problem is one of the current primary missions.
