监狱民警分类综述

传统的监狱民警分类已不适应当前监狱工作新形势发展的要求,新的民警分类势在必然。目前在监狱理论界和实务界,代表性的民警分类主要有三分法、四分法和五分法。三分法把民警职位分类分为警官职务类、警务技术类、警员职务类,或实操类警察、技术类警察、行政类警察。四分法把民警分为安全警戒类、狱务管理类、教育矫正类、警务支援类四类。五分法把民警分成刑务类、矫正类、研训类、保障类、专业技术类,或监管看守类、行政管理类、教育矫正类、服务保障类、专业技术类。新的民警分类必须谨慎对待复合型人才,要注意吸收社会力量参,确保落实基层保障。

A Review on Classification of Prison Police

The traditional classification of the prison police no longer meets the requirements of the current situation and a new classification mode is imperative. Currently, both the theoretical and practical fields approve the classification mode of trichotomy, quartering and quinquepartite. Trichotomy defines police as police officers, police officers specialize in skills and technology, police inspectors or executive police, technical police and administrative police. Quartering divides police into the security alert, the prison management, educational correction and police support. Quinquepartite names five categories of police service, correction, research and training, protection and safeguard, and professional and technical class; or classes of regulatory guards, administration, teaching and correcting, service support, professional technology. The new classification mode should give more attention to compound talents and absorb the participation of social forces to ensure the implementation of grassroots protection.
