| 摘 要： | 对宪法可实施性问题的理论研究,是建设社会主义法治国家的应有之义。我们呼吁,上至党和政府下至社会组织、公民,都应树立宪法至上的观念,根除传统的"人治"流弊,提高宪法和法律的权威性,进一步推动建设社会主义宪政国家的进程。

| Abstract: | It is necessary for our country to build up socialism legal country to carry out a theoretical research on constitution enforceability. We call on that, up to the party, the government, social organizations and to citizens, all should establish the idea of constitutional supremacy, eliminate the traditional abuse of “Rule of man”so as to improve the authority of the constitution and the law, and further promote the process of building socialist constitutional government. |
