安徽监狱创新警务运行模式的实践探索

在传统警务运行模式下,民警警力紧张,身心疲惫,存在指挥权分散、指挥层次多、指挥效率低、智能化程度低等问题,安全工作质量低、效率低。针对这些问题,安徽监狱积极推进警务运行模式创新,通过顶层设计、流程再造、职能重构,把保障监狱场所安全、维持狱内秩序稳定等职能剥离出来,交给指挥中心专职行使,打造流程集约化、信息集成化、结构扁平化、联动一体化的警务指挥体系,建立省局、监狱、监区三级警戒联动,罪犯生产、生活、学习三大现场联控,监狱、武警、公安三方联防,进而实现"监狱长期安全稳定、警务执法科学文明、警力效能充分发挥"的目标。

Practice of Prison to Explore Innovative Policing Operation Mode

In the traditional mode of operation of police, inadequate police staff and their mental and physical exhaustion create problems of dispersed and multi-level command, low level of command efficiency and intelligence and low quality of work safety and poor efficiency. To solve these problems, Anhui prison actively promote innovations through top-level design, process reinvention, functional reconstruction and transfer functions of prison safety and maintenance of order and stability within prison to a specific command center so as to build an integrative system of intensive process, information integration, structured flat, linkage police command system, to establish three levels of linkage covering the provincial bureau, prison, prison guard, to exert joint control on criminals production, living, learning, and to reach tripartite defense of prisons, armed police and public security, thus achieving goals of “long-term security and stability of the prison, scientific and civilized police enforcement, full play of police performance”.
