| 摘 要： | 刑事诉讼法已经确立了对公安机关和人民检察院自侦部门立案工作的监督制度 ,但立案监督工作总显得力不从心。人民检察院的立案监督缺乏足够的权威性和独立性 ,缺乏科学的运行机制和强制性的约束手段。从根本上讲 ,这是立法规定的缺失造成的
